A 2006 New York Times report revealed 80% of Marines killed in Iraq from wounds to the upper body could have survived if they had adequate body armor. Since then, Congresswoman Louise Slaughter has called on the Department of Defense to review its standards on how body armor is tested. Five years later, the audit is finally coming to a close.
