NASA scientists say they believe they have confirmed that water intermittently flows on the surface of Mars, a discovery that may have ramifications in the search for past or present life on the planet.

Researchers have known for many years that Mars has water frozen at its poles, in its thin atmosphere, and, most recently, in tiny puddles that appear to form at night on the surface. But flowing water is a big development, NASA said.

"This is a significant development, as it appears to confirm that water -- albeit briny -- is flowing today on the surface of Mars," said John Grunsfeld, astronaut and associate administrator of NASA's Science Mission Directorate in Washington.

Vice President Joe Biden will be invited to participate in the first Democratic presidential primary debate if he declares his intention to seek his party's nomination as late as the day of the debate, according to eligibility criteria released by CNN.

So far, Lincoln Chafee, Hillary Clinton, Martin O'Malley, Bernie Sanders and Jim Webb have been invited to the first Democratic National Committee-sanctioned debate on October 13 at the Wynn Las Vegas.

All five of the candidates have achieved an average of at least 1% in three polls, recognized by CNN, released between August 1 and October 10.

He said that those responsible for the sexual abuse of youth by clergy will be held accountable.

An emotional House Speaker John Boehner says he decided to resign from Congress to avoid a divisive leadership battle.

"It's become clear to me that this prolonged leadership turmoil would do irreparable harm to the institution," Boehner said in his first public remarks since he decided to resign. He will leave Congress at the end of October.

At a separate news conference, President Barack Obama said he phoned Boehner after learning of his impending resignation.

"We have obviously had a lot of disagreements," Obama said, but he praised Boehner as "a good man" and "a patriot."

Trump leads with 26% support among those who say they plan to vote in the New Hampshire Republican presidential primary, about the same as in a July WMUR/UNH poll in the state. Second place now goes to businesswoman Carly Fiorina with 16%, third to Sen. Marco Rubio with 9% and fourth to neurosurgeon Ben Carson with 8%.

Bail has been set at $1 million for the mother of 2-year-old Bella Bond, aka "Baby Doe." Rachelle Bond, 40, is charged as an accessory after the fact in her daughter's death. The judge said the bond was to ensure the mother's appearance in court.

Rachelle Bond's boyfriend, Michael McCarthy, 35, is being held without bail on a murder charge.

The toddler became known as "Baby Doe" after her remains, wrapped in a trash bag, were found in June on a rocky shoreline in Boston Harbor.

Carly Fiorina surged to second place among the 16 GOP presidential hopefuls after Wednesday night's CNN debate and Donald Trump lost some support, according to a new CNN/ORC Poll.

Trump still tops the list of Republican candidates with support from 24% of likely GOP voters, but that's down 8 points since early September. Fiorina gained 12 points and has the backing of 15% of her party's voters - pushing her one point ahead of Ben Carson. Marco Rubio is in fourth place and Jeb Bush is in fifth.

The poll is based on telephone interviews conducted September 17-19.

The little girl known as "Baby Doe" -- who in June was found dead, her body wrapped in a trash bag on a rocky shoreline in Boston Harbor -- has been identified as Bella Bond, a law enforcement source said today.

Rachelle Bond, the girl's mother, and her boyfriend, Michael McCarthy, have been arrested in connection with the death, the source said. McCarthy is not Bella's biological father.

Carly Fiorina fought her way onto CNN's prime-time Republican debate stage. And once she was there, she didn't let up.

The former Hewlett-Packard chief executive confronted Donald Trump on the debate stage, putting the front-runner in the rare position of being on defense.

She was stern when asked about Trump's recent assessment of her appearance, when he told Rolling Stone: "Look at that face! Would anyone vote for that?"

Fiorina shot back during the debate: "I think women all over this country heard very clearly what Mr. Trump said."

Trump also faced withering attacks from former Florida Gov. Jeb Bush and Sen. Rand Paul, marking a shift in tone for candidates since the last debate in August.

In a discussion of drug policy that turned personal, Fiorina said she opposed the legalization of marijuana and described losing her step-daughter to addiction. Bush referred to his own marijuana use decades earlier.

Only Paul favored looser drug laws, arguing the current system hurts disadvantaged children.

Rowan County, Kentucky, Clerk Kim Davis returned to work today, saying she will not issue any marriage licenses that go against her religious beliefs.

She left the door open for her deputies to continue to issue marriage licenses to same-sex couples, as long as those documents do not have Davis' name or title on them.

Davis acknowledged that she is not sure on the legality of licenses altered in such a way.

Hillary Clinton's lead in the race for the Democratic nomination has fallen to just 10 points and her advantage in hypothetical general election matchups against the top Republican contenders has vanished, a new CNN/ORC poll has found.

The new poll finds Clinton with 37% support among Democratic and Democratic-leaning voters, down 10 points since August. Vermont Sen. Bernie Sanders is at 27% and Vice President Joe Biden at 20%. Sanders' support is about the same as it was in August, making Biden the only candidate to post significant gains in the last month. His support is up 6 points in the last month as he weighs making a run for the presidency.

The Fox Lake, Illinois, police officer shot and killed early Tuesday was Lt. Joe Gliniewicz, Mayor Donny Schmit said. Gliniewicz was a 30-year veteran, the mayor said.

Police are still looking for three suspects, said Sgt. Christopher Covelli with the Lake County Sheriff's Department. Covelli said that an earlier report from Illinois State Police stating that one suspect had been captured was inaccurate.

A police officer has been shot outside Chicago in Lake County, Illinois, and there's a hunt on for three men suspected in the attack, authorities say.

Law enforcement on foot and in helicopters are combing the area, Lake County Sheriff's Sgt. Christopher Covelli says. Canine units have also been dispatched, and residents have been asked to remain inside their homes and businesses, he says.

The condition of the officer wasn't immediately clear.
