The two remaining fugitives from a California jailbreak last week are in custody, the Orange County Sheriff's Department tweeted.

The department said details on how Hossein Nayeri and Jonathan Tieu were detained will be discussed at a noon (3 p.m. ET) news conference.

A third inmate, Bac Tien Duong, turned himself in to authorities early Friday morning.

One of the three inmates who escaped from a California jail last week has turned himself in, Orange County Sheriff Sandra Hutchens says.

Bac Tien Duong, 43, was taken into custody in Santa Ana this morning. Authorities are still looking for the other two escapees. All three are considered dangerous.

Duong faces attempted murder charges and also has Vietnamese gang ties.

He and Hossein Nayeri, 37, and Jonathan Tieu, 20, cut through steel bars, made their way through plumbing tunnels and rappelled off a roof to break out of the maximum-security facility.

The final Republican debate before the Iowa caucuses marked the first time for the GOP candidates to find out what it's like to debate without Donald Trump, who pulled out of the debate this week because of a feud with Fox News and held his own event nearby.

In Trump's absence, sparks still flew between the remaining candidates.

The debate stakes were highest for Sen. Ted Cruz, Trump's closest rival in Iowa. Cruz had a long-awaited clash with Sen. Marco Rubio over immigration and amnesty. After candidates took shots at each other, the focus turned back to criticizing Democrats.

Trump held a rally for veterans and said he had raised nearly $6 million for veterans in one day. Two of the candidates on the earlier undercard debate, Rick Santorum and Mike Huckabee, attended Trump's veterans event.

The records will show that the candidate for the Democratic presidential nomination is in good health and will be signed by the attending physician of the Senate, who has treated Sanders for years.

Ethan Couch, the "affluenza" teen convicted in a fatal 2013 drunken-driving accident who was taken into custody last month in Mexico, is headed back to the United States, Mexico's National Institute of Migration said.

He departed Mexico City International Airport on Thursday morning, en route to Dallas. He was to be received by U.S. authorities and is expected to face charges in the United States, the institute said.

Texas authorities have expressed outrage that Couch, who was sentenced to 10 years probation but no jail time, had gone AWOL.

One person was killed as authorities arrested a group of people involved with the armed occupation of the Malheur National Wildlife Refuge, the FBI and Oregon State Police say.

The deceased was the subject of a federal probable cause arrest, officials say.

Federal authorities arrested Ammon Bundy, the leader of a group of protesters occupying the federal wildlife refuge in Oregon, during a traffic stop Tuesday, a law enforcement official tells CNN. Up to eight of Bundy's followers were detained, the source says.

Donald Trump will "definitely" skip Thursday's GOP debate due to a deepening fight with the Fox News Channel, according to his campaign manager, Corey Lewandowski.

"It's not under negotiation," Lewandowski told reporters Tuesday evening.

Instead of attending the debate, "We'll have an event here in Iowa with potentially another network to raise money for wounded warriors," he said. Lewandowski ruled out Trump's participation just a few minutes after Trump himself said he would "most likely" hold a competing event in Iowa during the debate.

Apple announced profits of $18.4 billion in the final quarter of 2015, the most profitable quarter in U.S. history. Yet it apparently has reached the end of its era of unprecedented growth.

IPhone sales rose last quarter, as did profits and sales. Sales in China were also strong. Even though Apple managed to beat its record quarter from a year earlier, Apple said that it believes sales in the current quarter will fall for the first time in 13 years.

Six Cleveland police officers have been fired in connection with a 20-mile car chase in 2012 that ended with officers firing 137 bullets at a car, killing Timothy Russell and Malissa Williams, said Steve Loomis, president of the Cleveland Police Patrolmen's Association.

He identified the officers as Wilfredo Diaz, Brian Sabolik, Erin O'Donnell, Michael Farley, Chris Ereg and Michael Brelo. Brelo allegedly fired 49 of the shots, including 15 from the hood of the car carrying Russell and Williams. Brelo was acquitted of manslaughter last year.

Donald Trump marks a new high in the race for the Republican nomination, according to a new CNN/ORC Poll, with more than 4 in 10 Republican voters nationwide now saying they back the billionaire, and more than two-thirds of Republicans saying he's the candidate most likely to capture their party's nomination for president.

Trump tops the 40% mark for the first time in CNN/ORC polling, standing at 41% in the new poll. That more than doubles the support of his nearest competitor, Ted Cruz, who notches 19% support in the poll. No other candidate hits double-digits. Marco Rubio lands at 8%, Ben Carson at 6%, Jeb Bush at 5%, Chris Christie at 4%, and the rest at 3% or less.

Despite the new high-mark for Trump, it is important to note that those figures represent very little change compared with the most recent CNN/ORC poll in late December. In that poll, Trump stood at 39%, Cruz at 18% and Rubio at 10%. Ben Carson's 4-point dip between the two surveys is the largest change in the field, and even it is not large enough to be a statistically significant change given the new poll's 5 point margin of sampling error.

New York City has banned travel because of the blizzard. Gov. Andrew Cuomo said forecasters now say up to 30 inches of snow could fall in parts of southern New York. He said inbound and outbound Metro-North and Long Island Rail Road trains will stop running around 4 p.m. ET.

"This is bad and it's getting worse rapidly," New York Mayor Bill de Blasio said.

Here are the latest developments on the massive winter storm and blizzard:

Nationwide:
Eight people have died due to the storm: Six in North Carolina, one in Virginia and one in Kentucky.

Eleven states have declared states of emergency: Georgia, Tennessee, Pennsylvania, Maryland, Kentucky, North Carolina, New Jersey, New York, Delaware, Virginia and West Virginia. Washington has declared a "snow emergency."

More than 8,600 flights have been canceled through Sunday, according to FlightAware.com.

More than 200,000 customers in 13 states are without power because of the storm. Most of them, about 140,000, are in the Carolinas.

About 33 million people are under blizzard warnings.

State by state:
New Jersey: "Significant flooding" related to the blizzard forced more than 50 people from their homes around Atlantic City, said Vince Jones, the city's emergency management director. Jones said that an "extremely high" tide and strong winds "really pushed the water up from the ocean onto the streets."

Washington, D.C.: About 13 inches of snow has fallen and another 10 inches is possible by the time the storm passes, Mayor Muriel Bowser said. Wind gusts of about 50 mph have been reported.

Kentucky: Motorists were stranded along a 35-mile stretch of Interstate 75 for up to 19 hours, from Friday afternoon to Saturday morning. Traffic is reported to be moving again.

Pennsylvania: Cars and buses were stuck on a westbound portion of the Pennsylvania Turnpike between Breezewood and New Stanton, State Police Capt. Brian Milore told CNN. Among them was a bus carrying the Duquesne University men's basketball team. National Guard members are helping the stranded motorists, a post on the turnpike's Twitter feed said.

West Virginia: National Guard members were dispatched to help move stuck tractor trailers that blocked a roughly 11-mile stretch of Interstate 77 north of Charleston. The state's emergency management agency said late Friday that the highway was "completely shut down."

Former New York City Mayor Michael Bloomberg is seriously considering an independent presidential run and may make a decision in March, a source familiar with Bloomberg's thinking told CNN on Saturday.

The source said Bloomberg, 73, sees the Republican and Democratic presidential races as becoming increasingly polarized, and said that neither fits Bloomberg's views.

A spokesman for the former mayor declined to comment.

News of Bloomberg's consideration was first reported Saturday morning by The New York Times.

People in the Mid-Atlantic region are being advised to stay home as a huge winter storm that lashed the South hits farther north.

"Unless you are a first responder, you don't need to be on our roads," Washington Mayor Muriel Bowser said. "Find a safe place and stay there." Baltimore could get 18-21 inches of snow, and Mayor Stephanie Rawlings-Blake urged residents to stay off the roads for their own safety and to make snow removal easier.

Other developments:

-- I-75 in Kentucky is closed because of the large number of accidents, the Kentucky State Patrol said.
-- FlightAware said that almost 7,000 flights have been canceled for Friday and Saturday.

The "major storm" bearing down on Washington, D.C., "has life and death implications, and all the residents of the District of Columbia should treat it that way," Mayor Muriel Bowser said.

She said that the snow would arrive earlier than expected, with the first flakes now anticipated around 1 to 3 p.m. Friday ET.

The nation's capital, though, is not alone in expecting blizzard conditions. The National Weather Service has extended its blizzard warning to include New York City and Philadelphia.

All flights to and from Philadelphia International Airport will be canceled Saturday, an airport spokeswoman said.

More than 5,000 U.S. flights have been called off Friday and Saturday due to the storm.

The Democratic front-runner, speaking with CNN's Wolf Blitzer on "The Situation Room," sought to turn Sanders' "establishment" attack right back on him -- saying he served in Washington much longer than she did.

She also attacked Sanders' experience and fitness to lead the country, criticizing his suggestion that the U.S. should warm its relationship with Iran.

In a new CNN/ORC Poll of likely caucus-goers in Iowa, Sanders holds an 8 percentage point edge over Clinton, 51% to 43%.

A new CNN/ORC Poll of likely caucus-goers in Iowa finds Donald Trump with a solid lead over Ted Cruz, 37% to 26%. Marco Rubio is the only other Republican candidate in double-digits, at 14%, ahead of the February 1 caucuses.

Bernie Sanders leads the Democratic race there with an 8 percentage point edge over Hillary Clinton, 51% to 43%.

However, among those who say they participated in the 2012 Republican caucuses, the race is a virtual dead heat, with Cruz at 30% and Trump at 28%. And among those Democrats who say they turned out in 2008, Clinton holds a 55% to 38% lead over Sanders.

Donald Trump maintains his wide lead in New Hampshire and, with just under three weeks to go until the first in the nation balloting begins, no single candidate has a clear hold on second place.

Trump stands atop the pack with 34%, 20 percentage points ahead of his nearest competitor, according to a new CNN/WMUR poll conducted by the UNH Survey Center. Ted Cruz holds 14% and is the only candidate to have gained significant ground since December.

Adding to the volatility of the race, just 31% of likely Republican voters say they have made up their minds about who they'll support in next month's primary, well below the 52% of likely Democratic voters who are certain of their choice.

A university in the northwest of Pakistan has come under attack by armed militants, and at least seven people have reportedly been killed, with a further 20 injured. It's not yet clear how many of the dead are attackers and how many are civilians.

Gunfire and explosions were heard Wednesday morning local time from within Bacha Khan University in Charsadda, northwestern Pakistan.

There are still dead inside, and the operation is ongoing, Bilal Faizi, a local emergency service spokesman told CNN.

There have so far been no claims of responsibility.

Nearly 19,000 civilians were killed in Iraq between January 2014 and October 2015 -- a toll the United Nations calls "staggering" in a new report.

The report, released Tuesday, outlines the horrific impact Iraq's ongoing conflict is having on its civilian population.

The numbers are mind-boggling. In the 21-month period:

-- At least 18,802 civilians were killed, about half of them in Baghdad alone.

-- Another 36,245 were wounded.

-- About 3.2 million people were internally displaced, including a million school-aged children.

The actual figures could be much higher, the report said.

President Barack Obama today hailed the powers of diplomacy in dealing with Iran, as the nuclear deal struck with the government in Tehran takes effect and "unjustly detained" Americans return home after a prisoner swap.

"Engaging directly with the Iranian government on a sustained basis, for the first time in decades, has created a unique opportunity, a window, to resolve important issues," Obama said from the White House during a rare Sunday public statement.

He called the new agreement with Iran a "milestone" in making sure it doesn't get a nuclear weapon.

The IAEA says Iran has completed all the necessary steps in an agreement aimed at reining in its nuclear program, clearing the way for the removal of some sanctions.

Iran has various obligations under the nuclear agreement. It must reduce its level of uranium enrichment, dramatically reduce the size of its stockpile of enriched uranium, reduce the number of centrifuges and agree to unfettered international inspections.

But not all nuclear-related sanctions will be rescinded immediately -- that won't happen for about 10 years, should the deal hold. But Iran will be able to sell its oil again on world markets and its banks will be able to connect to the global system.

A fifth American, Matthew Trevithick, is being released by Iran, U.S. officials said today.

Senior U.S. administration officials described Trevithick as a student who was recently detained in Iran.

His release is not part of a prison swap that freed four U.S. prisoners in exchange for seven Iranians held by the United States on sanctions charges, the officials confirmed. The prisoner swap came after more than a year of secret negotiations, the officials said.

In addition, the agreement calls for Iranian officials to "continue cooperating with the United States to determine the whereabouts of Robert Levinson," a U.S. official said on background. Levinson is the former FBI agent and CIA contractor who went missing in Iran in 2007.

Iran has denied holding him.

Washington Post journalist Jason Rezaian, who has been detained in Iran since July 2014, is being released as part of a prisoner swap deal, according to an Iranian news agency report today.

Three other prisoners are also being released, the semi-official FARS news agency said, citing Tehran's prosecutor.

Cosby faces three felony charges of aggravated indecent assault for allegedly drugging and sexually assaulting former Temple University employee Andrea Constand when she visited his suburban Philadelphia home in 2004.

A U.S. official said all 10 American sailors captured by Iran are on board the USS Anzio getting initial medical checks.

The sailors came under their own power on their two boats to a rendezvous point in the Persian Gulf and were transferred to the USS Anzio, the official said.

They were escorted by Iranian boats that turned back when rendezvous point in international waters was reached, the U.S. official said.

President Obama issued a stern warning about political rhetoric that targets Muslims during his final State of the Union address. "It betrays who we are as a country," he said.

Obama acknowledged that political rancor has gotten worse in recent years and called it "one of the few regrets of my presidency."

Obama defended his strategy to contain ISIS and argued the terrorist network does not pose an existential threat to the U.S. He also defended his foreign policy of engagement, citing the nuclear deal with Iran and his efforts to normalize relations with Cuba.

Talk of American economic decline is "political hot air," Obama said, dismissing concerns that the country has grown weaker. "America is the most powerful nation on Earth. Period," he said.

And he promised to spend the last year of his presidency pushing electoral reform and finding ways to "make voting easier, not harder, and modernize it for the way we live now."

Hillary Clinton pushed back on Vice President Joe Biden's characterization of her as a relative newcomer to political battles over income inequality.

"He was talking about me when I was secretary of state," Clinton said in an interview with CNN's Alisyn Camerota after a campaign stop at Iowa State University. "When I was secretary of state, I couldn't talk about domestic policy."

Ten American sailors are in Iranian custody, according to a U.S. defense official.

The official expects the situation to be resolved quickly.

A senior administration official says that the U.S. lost contact with two small U.S. naval craft en route from Kuwait to Bahrain.

"We subsequently have been in communication with Iranian authorities, who have informed us of the safety and well-being of our personnel," the official said. "We have received assurances the sailors will promptly be allowed to continue their journey."

An explosion rocked a central square in Istanbul on Tuesday, killing at least 10 people and wounding 15 others, the Istanbul governor's office said.

The city's Sultanahmet Square was swarming security forces and ambulances in the aftermath of the blast.

"Investigations continue about the explosion's cause, the explosive's types, the perpetrator/perpetrators of the event," said Istanbul governor Vasip Sahin.

David Bowie, whose ground-breaking sound and chameleon-like ability to reinvent himself made him a pop music fixture for more than four decades, has died. He had just turned 69 last week.

Bowie died Sunday after an 18-month battle with cancer, his publicist Steve Martin told CNN.

"David Bowie died peacefully today surrounded by his family after a courageous 18 month battle with cancer. While many of you will share in this loss, we ask that you respect the family's privacy during their time of grief," said a statement posted on his official social media accounts.

Neither his publicist nor the statement elaborated on what kind of cancer the singer was fighting.

Sen. Ted Cruz of Texas does not plan to authorize a special force to deport undocumented immigrants, he told CNN's Jake Tapper, setting up a policy contrast with Donald Trump.

Cruz said in an interview that aired Sunday on "State of the Union" that the U.S. should catch those who came here illegally under normal law enforcement practices, not through roundups of the estimated 11 million undocumented people living in the U.S.

"No, I don't intend to send jackboots to knock on your door and every door in America. That's not how we enforce the law for any crime," Cruz told Tapper.

Trump has promised to authorize a "deportation force" to remove undocumented immigrants, pledging to do it "humanely."

Drug lord Joaquin "El Chapo" Guzman will be extradited to the United States, the Mexican Attorney General's Office has announced.

Guzman was captured Friday after escaping Altiplano Federal Prison in July.

Authorities first arrested Guzman in Guatemala in 1993. They extradited him to Mexico and after his conviction and sent him to the Puente Grande maximum security prison. He escaped in 2001 and was recaptured in 2014, and sent to Altiplano.

U.S. indictments claim his organization used assassins and hit squads to show its muscle. The Justice Department previously sought his extradition to the United States.

President Barack Obama answered a gun executive, a sheriff, a rape survivor and a widow who oppose his actions at the "Guns in America" town hall event sponsored by CNN Thursday night.

Obama also rejected the "imaginary fiction" that he wanted to take away the guns of law-abiding Americans.

"The way it is described, is that we are trying to take away everybody's guns," Obama said, charging that his opponents had twisted his plans on gun safety measures.

"Our position is consistently mischaracterized," Obama said. "If you listen to the rhetoric, it is so over-the-top, it is so overheated."

Obama also took questions from people who agreed with his proposal to expand background checks, including former Rep. Gabrielle Giffords and her husband, astronaut Mark Kelly, who have been fierce advocates of increased gun control since Giffords was seriously wounded in a 2011 shooting in Tucson, Arizona.

The President also said that he would be happy to meet with representatives of the National Rifle Association, which declined to take part in the town hall meeting even though other gun rights advocates did attend.

The American public is broadly supportive of President Obama's executive actions on guns, a new CNN/ORC Poll finds.

According to the poll, 67% of respondents say they favor the changes Obama announced on Tuesday, and 32% oppose them.

The executive actions aim to increase the reach of federal background checks for gun purchases and improve enforcement of existing laws.

However, less than half say that these changes will be effective at reducing gun-related deaths, and most say they oppose the way Obama made these changes.

Obama will discuss the issue during a town hall event with CNN's Anderson Cooper at 8 p.m. ET tonight.
