Breaking News

The Pentagon said Thursday it was ending the ban on transgender people being able to serve openly in the U.S. military.

The announcement -- which removes one of the last barriers to military service by any individual -- was made by Defense Secretary Ash Carter, who had been studying the issue for almost a year. The decision comes as the military has witnessed major changes in the role of women and the inclusion of gays, lesbians and bisexual service members in recent years.

Federal safety regulators warned owners of more than 300,000 Hondas and Acuras that they should not drive their cars until their Takata airbags are replaced.

The National Highway Traffic Safety Administration said new tests show these airbags have a much higher risk of exploding and killing a driver or passenger.

Turkish officials have strong evidence that the Istanbul airport attackers came from the Syrian ISIS stronghold of Raqqa and that ISIS leadership was involved in the planning, a senior Turkish government source told CNN.

At least 36 people are dead and at least 147 are wounded after three terrorists armed with guns and bombs attacked Istanbul's Ataturk Airport, Turkish officials said.

Turkish and U.S. officials say they suspect ISIS involvement in the incident.

Turkey has seen a spate of deadly attacks in recent months.

THE ATTACK

The attackers, carrying guns, arrived at the airport via taxi. Preliminary findings suggest all three opened fire then detonated themselves using suicide vests.

Two of them were at the international terminal and the third one was in a nearby parking lot, a Turkish official tells CNN.

Video from inside the terminal appears to show an attacker detonating a bomb. 

Police fired shots at the suspects near the international terminal in an effort to neutralize them, according to a Turkish official.

THE INVESTIGATION

Although there have been no claims of responsibility, ISIS militants are suspected to be behind the airport attack, Turkish officials say.

"The signs point to Daesh but investigation is ongoing," said Turkish Prime Minister Binali Yildirim. Daesh is another name for ISIS.

 U.S. officials also say the attack bears the hallmarks of ISIS because of its target and method, using weapons and explosions.

The PKK, the Kurdish militant separatists who resumed hostilities with Turkey last year, are less likely to be behind the attack because that group tends to target military and security installations, officials said.

As CNN has reported previously, counterterrorism officials are bracing for more attacks like this across Europe. "This is sadly the new normal," one U.S. official said.

The airport will remain closed to flights temporarily, according to the airport’s official Twitter account.

 

TURKISH RESPONSE

Turkish officials called for unity in the wake of the attacks and condemned the violence.

President Tayyip Erdogan said that the attack, which took place during the Muslim holy month of Ramadan, “shows that terrorism strikes with no regard for faith and values.”

 “This attack has also exposed once again the evil face of the terrorist organizations which target innocent civilians,” he said.

Yildirim, addressing the nation on television, said that terrorism threatens all countries and that global cooperation is needed to beat it back.

“Solidarity is the best answer to today’s attack,” he said.

AMERICAN RESPONSE

The Obama administration strongly condemned the attack.

"Ataturk International Airport, like Brussels Airport which was attacked earlier this year, is a symbol of international connections and the ties that bind us together," White House press secretary Josh Earnest said in a prepared statement. "We remain steadfast in our support for Turkey, our NATO ally and partner, along with all of our friends and allies around the world, as we continue to confront the threat of terrorism. 

President Obama was briefed on the attack by Lisa Monaco, his homeland security and counterterrorism adviser, according to a White House official.

A U.S. State Department official told CNN all personnel at the U.S. consulate in Istanbul have been accounted for. "We are making every effort to account for the welfare of U.S. citizens in the city," the official said.

House Republicans’ report on the attack in Benghazi paints a picture of a perfect storm of bureaucratic inertia, rapidly worsening security in Libya and inadequate resources in the months that led up to the killings of Ambassador Chris Stevens and three colleagues on September 11, 2012.

CNN has obtained a portion of the report and the full version is expected to be released today. 

Hillary Clinton, who was secretary of state at the time of the attack, told the House Benghazi Committee last year that she was aware of the dangers in Libya but "there was no actionable intelligence" indicating a planned attack. 

The portion of the report obtained by CNN doesn't offer a scathing indictment of Clinton. But it does argue that intelligence was available suggesting an attack was possible, and Clinton and a top aide, Patrick Kennedy, should have realized the risks posed to the Benghazi mission by extremist groups.

Brexit: The divides deepen

No country has ever decided to leave the European Union -- until now. The UK's vote to separate from the EU reverberated around the world Friday, causing markets to crash and setting off emotional peals of thunder.
 
Here's a snapshot of what happened today:
 
Markets plunge, plummet, tumble, nosedive and more
Shock rolled through global markets Friday, and U.S. stocks dove right along with them. The Dow closed down 611 points, 3.4%, while the S&P 500 lost 3.6%. The Nasdaq dropped 4.12%, down 10% from its recent high.
 
Our own measure of the emotional roller coaster, CNNMoney's Fear & Greed Index, slipped into Fear mode on Friday. Could this get as bad as the 2008 financial crisis? Whoa, market experts say, Keep Calm and Carry On. Here are some buoyant stocks to buck those spirits up.
 
In the UK, scenes of joy and anguish
Celebrations erupted in London streets, while anger erupted elsewhere. You've stolen our future, say Britain's youngsters, 64% of whom voted to stay.
 
New divisions
The soul-searching runs deep across other divides. Scots, who voted in 2014 to stay in the UK themselves, are having second thoughts. Meanwhile, Ireland sees an opportunity to reunite their own island -- and some Brits are frantically looking to pick up Irish passports themselves.
 
But this is "not a moment for hysterical reactions," cautions EU President Donald Tusk. He's hoping to ward off further exits by nervous EU nations.
 
There's reason for the U.S. to be nervous, too
The possibility of a less stable Europe means economic risk at home, plus a few more concerns. The good news is your UK vacation just got a lot cheaper.
 
Obama tried to put a good face on it all, saying the U.S. will still be special friends with the UK. As you might expect, Trump suggested Obama was to blame for the Brexit, yet cheered the vote for independence as a herald of his own predicted success.
 
He said all this from his own golf course in Scotland, which, as we mentioned before, was pretty firmly in the stay camp.

The decision by the United Kingdom to leave the European Union is having a ripple effect around the world Friday, with British Prime Minister David Cameron announcing his resignation and global markets tumbling.

Here’s the latest:

Cameron, who opposed the Brexit, says he will step down -- but didn’t give an exact timetable for his departure. And who might replace him? Maybe Boris Johnson, the former mayor of London who was a leading proponent of the move to leave the EU. Johnson is one of the country's most popular and eccentric politicians. But he's gone from a figure of fun to a serious contender to replace Cameron.   

MARKETS PLUNGE

The news is crushing global financial markets. The pound plunged to its lowest level in more than 30 years before recovering a bit.

Stocks in London and Europe took one of their biggest falls in years. London’s FTSE 100 index plunged as much as 8% at one point. The FTSE 250 index dropped 7.5%. Many analysts see the FTSE 250 as a more accurate reflection of the British economy.

  • Germany's DAX is down 7%
  • The French CAC is plunging 8%
  • Stocks in Ireland are down nearly 10%

Dow futures, which indicate how shares in the U.S. will open at 9:30 a.m. ET, dropped 500 points.

Asian investors panicked as well. Japan's benchmark Nikkei closed down 7.9%, with shares in Hong Kong and Australia slumping about 3%.

BANKS REEL

The global banking industry also is reeling. But the Bank of England expressed confidence in the resilience of the UK’s  financial sector, and said it was ready to provide support if needed.

It could affect everything from home prices, to tourism, universities and EU citizens living in Britain.

WHAT DOES BREXIT MEAN FOR THE UK? 

Scotland's First Minister Nicola Sturgeon said that the option for a second independence referendum is being considered. "Scotland voted to stay in the EU. It is democratically unacceptable to be taken out of EU against our will."

AND WHAT ABOUT THE REST OF THE EUROPEAN UNION?

There are 27 countries still in the EU. The decision by the UK to go it alone leaves the jilted European Union with some tough soul-searching of its own as it contemplates a new future.

With more than 20% of votes counted in the UK referendum, the race is tight between "Leave" and "Remain" campaigns.

London’s financial district, known as the City of London, has voted to remain in the European Union. It’s the first district in the capital to declare a result in the once-in-a-generation referendum.

A jury has found that the intro to Led Zeppelin’s “Stairway to Heaven” was not stolen from another band.  

The Los Angeles jurors decided Robert Plant and Jimmy Page were not guilty of copyright infringement.

A lawsuit accused the pair of stealing the licks from a song by the band Spirit. That song, "Taurus," is an instrumental ballad that was released four years prior to "Stairway to Heaven."

GERMANY THEATER ATTACK:

An assailant who attacked a German cinema has been killed, a German official said. Authorities said police responded to an early report of shots fired by a man with a rifle. 

SUPREME COURT:

The high court issued rulings on two pressing issues: affirmative action and immigration.

In the immigration case, the justices delivered a crushing blow to the White House. The court’s 4-4 ruling on President Obama’s executive actions on immigration means that a lower court ruling blocking the programs will remain in effect. Obama expressed disappointment, saying the decision "takes us further from the country that we aspire to be."

The Supreme Court also upheld the University of Texas practice of using applicants’ race as a factor in admissions. The 4-3 ruling greenlights the limited use of affirmative action policies by schools.

FREDDIE GRAY CASE:

The Baltimore police officer driving the van when Freddie Gray was fatally injured in April 2015 was found not guilty on all charges. The officer, Caesar Goodson, faced the most serious charges of all the police charged in the case. Goodson opted for a bench trial presided over by Judge Barry Williams, rather than a trial by jury.

HOUSE SIT-IN:

Republicans tried to shut it down, but the Democrats' now 24-hour-long sit-in protesting the lack of action on gun control after the nightclub massacre in Orlando is still going strong. The protest started Wednesday morning, and House Minority leader Nancy Pelosi later said the sit-in would continue "until hell freezes over." 

EU REFERENDUM:

Meanwhile, voters in the UK are deciding if Britain will remain in the European Union.

The Baltimore police officer driving the van when Freddie Gray was fatally injured was found not guilty on all charges. 

Caesar Goodson opted for a bench trial presided over by Judge Barry Williams, rather than a trial by jury.

Gray, who was 25, suffered a spinal injury and died in April 2015, about a week after he was arrested and placed into a prisoner van that Goodson was driving. His death spurred protests that eventually turned violent, setting fire to Baltimore and thrusting the city into the national debate on police brutality.

In a crushing blow to the White House, the Supreme Court Thursday announced it was evenly divided in a case concerning the President's controversial executive actions on immigration

The ruling means that the program will remain blocked from going into effect, and the issue will return to the lower court. It is exceedingly unlikely the programs will go into effect for the remainder of the Obama presidency.

Libertarians make their case at CNN town hall

Libertarian presidential nominee Gary Johnson outlined differences he had with Donald Trump and Hillary Clinton during a CNN town hall Wednesday night.

On Trump: "Starting with immigration, starting with free trade, going on and on and on, killing the families of Muslim terrorists. Really, it's what's coming out of his mouth that I really have issues with.”

When it came to Hillary Clinton attacking Trump's business record or Trump calling Clinton corrupt, Johnson said he would "leave that to others."
  
"I don't think either of us are going to engage in any sort of name-calling," the former New Mexico governor said. "We're going to keep this to the issues, and the issues are plenty."

Answering questions from voters of a variety of backgrounds, Johnson and running mate Bill Weld dove into guns, abortion and immigration.

Rubio is set to announce his plans later Wednesday, according to a source with knowledge of his plans. The decision follows a month of heavy lobbying from top Republicans and soul-searching on the part of Rubio after the Orlando nightclub attack.

The Supreme Court declined Monday to take up a constitutional challenge to a Connecticut gun law passed in the aftermath of the Sandy Hook Elementary School shooting. 

The law bans certain semi-automatic assault weapons and large capacity magazines.

Although the decision comes days after the Orlando shooting, that event probably didn't move the justices either way.

In recent years the Court has declined to take up a major Second Amendment case. In 2008, the Supreme Court held 5-4 in District of Columbia v Heller that the Second Amendment protects an individual's right to bear arms, and except for a follow up decision two years later, the court has not weighed in again.

 President Barack Obama said grieving family members in Orlando pleaded with him Thursday to take steps to prevent further gun carnage.

"Our politics have conspired to make it as easy as possible for a terrorist or even just a disturbed individual to buy extraordinarily powerful weapons, and they can do so legally," Obama said after meeting families of victims of the Orlando nightclub shooting that took place Sunday.

"Today, once again, as has been true too many times before, I held and hugged grieving family members and parents and they asked, 'Why does keep happening?' And they pleaded that we do more to stop the carnage. They don't care about the politics. Neither do I."

The Orlando shooter and his wife exchanged text messages during the Pulse nightclub rampage, a law enforcement official briefed on the investigation says.

Around 4 a.m., holed up in a bathroom about two hours after he started the attack, Omar Mateen texted his wife, Noor Salman, asking if she'd seen the news, the official said.

At one point, she responded with a text saying that she loved him.

A suspect is in custody.

Police crisis experts tried to negotiate with Orlando nightclub shooter Omar Mateen during the deadly attack, Orlando police Chief John Mina told reporters Monday. "He was cool and calm when he was making those phone calls to us," Mina said.

Here’s the latest on the shooting:

The total number of victims in the Orlando nightclub shooting is 49, FBI Special Agent in Charge Paul Wysopal said. An earlier toll released by officials had included the gunman.

An FBI team from Quantico, Virginia, will reconstruct the shooting, Wysopal said.

Authorities have identified 48 victims, Orlando Mayor Buddy Dyer said. They have notified the next of kin of 24, he said.

The criminal investigation into the shooting is ongoing, U.S. Attorney Lee Bentley told reporters Monday. "If anyone else was involved in this crime, they will be prosecuted," he said.

The gunfight that killed Mateen started after he emerged from a hole that a police armored vehicle made in the building to rescue hostages, Mina said.

The FBI has finished clearing the shooter’s Fort Pierce, Florida, apartment, a federal law enforcement source said.

During the attack, Mateen called 911 to pledge allegiance to ISIS and mentioned the Boston Marathon bombers, according to a U.S. official. ISIS sympathizers have reacted by praising the attack on pro-Islamic State forums.

Mateen's parents, who are from Afghanistan, said their son had expressed outrage after seeing two men kiss in Miami, but they didn't consider him particularly religious and didn't know of any connection he had to ISIS.

His ex-wife Sitora Yusufiy told CNN that Mateen was a normal husband at the beginning of their marriage but started abusing her after a few months.

According to a mortgage document, Mateen married again to a woman named Noor Salman.

Orlando nightclub shooting: What we know right now

A gunman killed dozens at a gay nightclub in Orlando, Florida, early Sunday, the deadliest mass shooting in U.S. history.

These are the latest developments confirmed by CNN:

  • At least 50 people are dead, police say, and 53 people were injured at the Pulse club in Orlando.
  • The shooter was Omar Saddiqui Mateen of Fort Pierce, Florida, law enforcement officials tell CNN. He was shot and killed by police at the nightclub.
  • Mateen called 911 at the time of the attack to pledge allegiance to ISIS, a U.S. official tells CNN, and mentioned the Boston bombers in the call. He had been investigated by the FBI in the past for possible ties to Islamic extremism, officials say, but there was no evidence to charge him with anything. ISIS sympathizers have praised the attack on jihadi forums.
  • The shooting began around 2 a.m. The gunman ran into the club and took hostages. Around 5 a.m. authorities used an armored vehicle to break down the door of the building and end the attack.
  • "It appears he was organized and well-prepared," Orlando Police Chief John Mina says. The shooter had an assault-type weapon, a handgun and "some type of (other) device on him."
  • Local and federal bomb squad personnel are currently entering Mateen's Fort Pierce apartment, law enforcement officials say.
  • Mayor Buddy Dyer has declared a state of emergency for Orlando, and Florida Rick Scott has declared a state of emergency for Orange County.
  • President Obama is expected to speak shortly.

Fifty people were killed inside Pulse, an Orlando nightclub, Police Chief John Mina and other officials said Sunday morning, hours after a shooter opened fire in the deadliest mass shooting in U.S. history

In terms of deaths, the terror attack in Orlando is the worst on U.S. soil since 9/11.

At least 53 people were injured in the nightclub attack, Mina said. Police shot and killed the gunman.

The shooter has been identified as Omar Saddiqui Mateen, 29, of Fort Pierce, about 120 miles southeast of Orlando, two law enforcement officials told CNN.

"I don't think there's ever been someone so qualified to hold this office," Obama said.

Obama will campaign with Clinton next week in Green Bay, Wisconsin.

Maria Sharapova has been suspended for two years by the International Tennis Federation (ITF) after testing positive for banned drug meldonium.

The ITF made the announcement Wednesday, ending weeks of speculation about the future of the richest female athlete of the past decade.

The five-time grand slam winner said in March that she had failed a drug test at the Australian Open on January 26. She received a provisional ban on March 12.

Sharapova said she would appeal Wednesday's verdict in a statement on her Facebook page.

President Obama called Hillary Clinton and Bernie Sanders on Tuesday night to congratulate them on their Democratic primary race, according to a White House statement.

"The President congratulated Secretary Clinton for securing the delegates necessary to clinch the Democratic nomination for President,” the statement read. "Her historic campaign inspired millions and is an extension of her lifelong fight for middle-class families and children."

Obama will also meet with Sanders at the White House on Thursday at Sanders’ request.

Clinton: 'We've reached a milestone'

A day after clinching the Democratic presidential nomination, Hillary Clinton celebrated her historic victory as the first woman to lead the presidential ticket of a major U.S. political party.

"Tonight's victory is not about one person, it belongs to generations," Clinton told a beaming crowd in Brooklyn, New York. She reached out to supporters of Vermont Sen. Bernie Sanders, her main Democratic primary challenger, but then pivoted to the contest at hand, repeating her charge, "Donald Trump is temperamentally unfit to be president."

After three decades at the center of American politics as a pioneering -- and deeply controversial -- feminist icon, the victory brings Clinton within reach of finally cracking the "highest, hardest glass ceiling" she lamented when she conceded the Democratic race to Barack Obama.

The former first lady, senator from New York and secretary of state is set to become the Democratic nominee at next month's convention. She'll face presumptive Republican nominee Donald Trump in a general election battle that is already shaping up as one of the nastiest campaigns in modern U.S. history.
