Greece has defaulted on the 1.5 billion euros ($1.7 billion) it owes the International Monetary Fund, becoming the first developed economy to default to the IMF. It is the biggest debt default by a country ever.

Greece is 323 billion euros ($352.7 billion) in debt to other European countries, the European Central Bank and the International Monetary Fund. The sum is equivalent to more than 175% of the country's GDP.

Greece took preemptive measures Monday, closing its banks and markets until July 6. The move caused European stocks to fall. The government in Athens also restricted bank withdrawals to 60 euros (U.S. $66) a day.

The United States and Cuba on Wednesday plan to officially seal the renewal of diplomatic ties by announcing the opening of embassies in Washington and Havana for the first time in more than a half century, two administration officials say.

The United States officially removed Cuba from its list of state sponsors of terror earlier in June, eliminating a stumbling block in the diplomatic renewal.

The re-establishing of embassies is a final step in the full diplomatic thaw President Barack Obama initiated in December. Since then, the United States has loosened some travel restrictions to Cuba and expanded economic ties.

After months of stagnant approval ratings, a new CNN/ORC poll finds that for the first time in more than two years, 50% of Americans approve of the way President Obama is handling the presidency.

And his overall ratings are bolstered by increasingly positive reviews of his treatment of race relations and the economy.

The new poll shows Obama's approval rating up five points since a May survey, when just 45% approved of the job he was doing as president and 52% disapproved. The poll marks the first time his approval rating has been at 50% or higher since May, 2013, and only the second time in that stretch that his disapproval rating has fallen below 50%. It currently stands at 47%.

The margin of sampling error for all adults is +/- 3 percentage points.

At least 20 people have been killed in a military plane crash in the Indonesian city of Medan, CNN affiliate Trans 7 TV reported, citing local hospital officials.

The C-130 Hercules aircraft went down with 12 people on board, said Indonesian military spokesman Maj. Gen. Fuad Basya.

He said the aircraft, built in the U.S. in the 1960s, had been inspected and cleared to fly before it took off from Soewondo Air Force Base.

The crash site is about 3 miles from the air base, he said.

The Supreme Court on Monday granted a request from abortion clinics in Texas to put on hold a lower court ruling that would have shuttered all but a handful of abortion clinics, while the clinics appeal the case to the Supreme Court.

In a one-page order the Court said "the application for stay presented by Justice (Antonin) Scalia and referred to him by the Court is granted and the issuance of the mandate of the United States Court of Appeals for the Fifth Circuit in case No. 14-50928 is stayed pending the timely filing and disposition of a petition for a writ of certiorari."

It was 5-4 decision, the order noted that Chief Justice John Roberts and Justices Scalia , Clarence Thomas and Samuel Alito would deny the application.

Captured prison escapee David Sweat is talking to authorities, a source close to the investigation tells CNN.

Sweat has told authorities the plan was for prison employee Joyce Mitchell to pick up him and fellow inmate Richard Matt after their escape and head to Mexico. According to the source, when Mitchell didn't show up, Sweat and Matt had to improvise.

The two were together until five days ago when Sweat decided to leave Matt because he was slowing him down, the source said.

Three death row inmates brought the challenge arguing that the drug midazolam violates the Eighth Amendment's ban on cruel and unusual punishment.

"The prisoners failed to identify a known and available alternative method of execution that entails a lesser risk of pain, a requirement of all Eighth Amendment method-of-execution claims," Justice Samuel Alito wrote for the majority.

New York escapee David Sweat has been shot and is in custody, law enforcement sources tell CNN's Alexandra Field and Deborah Feyerick.

The escaped murderer was taken into custody about two miles from the Canadian border and was taken to a hospital, according to one law enforcement source.

His prison-break partner Richard Matt was killed by a tactical unit on Friday.

The pair broke out of the Clinton Correctional Facility in Dannemora, New York, on June 6.

The U.S. Supreme Court's ruling on same-sex marriage is "a victory for America," President Barack Obama said today.

The decision that states must allow same-sex marriages affirms a founding principle for the country "that all people are created equal," Obama said.

"This ruling will strengthen all of our communities by offering to all loving same-sex couples the dignity of marriage across this great land."

Earlier the President called Jim Obergefell, the lead plaintiff in the case before the Supreme Court, while he and his supporters celebrated the ruling outside the court.

"I just wanted to say congratulations," Obama said as CNN broadcast his warm words to Obergefell over speaker phone. He added: "Your leadership on this has changed the country."

Hillary Clinton's sizable lead among Democrats in New Hampshire has been trimmed to single digits as Vermont Sen. Bernie Sanders makes a strong push in a state where Clinton narrowly won the primary in 2008 to keep her campaign alive.

According to a new CNN/WMUR New Hampshire Primary poll, Clinton holds an 8-point edge over Sanders, with 43% backing Clinton and 35% favoring Sanders. Vice President Joe Biden has 8% support, with 2% or less supporting Martin O'Malley, Jim Webb and Lincoln Chafee.

The poll marks a significant tightening of the contest since the May Granite State Poll, which included Elizabeth Warren on its list of candidates. In that poll Clinton stood at 51%, with Warren at 20% and Sanders at 13%.

The California House has passed a proposal that would outlaw a family's personal and religious beliefs as reasons to exempt their children from school vaccinations.

SB277 now returns to the Senate, which must approve amendments for it to advance to Gov. Jerry Brown for his signature. The Senate passed the initial bill in May.

Jeb Bush narrowly leads the field in the state that will host the first primary of the 2016 presidential campaign, but Donald Trump's gains in New Hampshire suggest the billionaire businessman is establishing a following there.

The new CNN/WMUR New Hampshire Primary poll finds Trump at 11%, just behind Bush at 16% in a wide open contest for the Republican nomination for president. Bush and Trump are followed by Rand Paul at 9%, Scott Walker at 8%, and Carly Fiorina and Marco Rubio, both at 6%. Ben Carson and Chris Christie each have 5% support.

As the low numbers at the top of the pack indicate, the field is far from settled. Twenty-one percent say they don't know which of the 19 candidates in the poll they'd support and, overall, 75% say they're not committed to any candidate.

President Barack Obama recalled all the hurdles the Affordable Care Act has cleared in order to survive as he praised the Supreme Court's decision today to uphold the subsidies in his signature health care law.

"The Affordable Care Act is here to stay," Obama said from the White House.

"Americans would have gone backwards and that's not what we do, that's not what America does, we move forward."

The Senate has cleared a bill to give the President fast-track approval of international trade deals and will send it to President Barack Obama for his signature. The vote was 60-38.

The Senate is now voting on a related bill dealing with assistance to U.S. workers who lose their jobs because of those free-trade pacts. That bill is expected to pass and go to the House for a vote Thursday.

The fast-track authority and the workers' assistance bill allow the President to complete a giant Trans-Pacific Partnership trade deal, which would tie the economies of the United States, Canada and Mexico with several Asian and Pacific nations. Such a deal would also give the United States increased influence in the region -- a priority for the White House.
