The Senate Friday morning gave final approval to a large fiscal package that would prevent a U.S. default next week and lower the risk of a government shutdown in December.

The bill now goes to President Barack Obama, who is expected to sign it. The vote was 64 to 35.

The budget increases federal spending on defense and domestic programs more than $80 billion for the next two years and suspends the nation's debt limit through March 2017.

The measure had broad support from Democrats but limited support from Republicans, many of whom complained that the deal, brokered by bipartisan congressional leaders, contained too much spending.

Moscow's escalating militancy in Syria comes not because of careful strategic decisions but rather because Russian President Vladimir Putin is "winging it," Director of National Intelligence James Clapper told CNN Thursday in an exclusive interview.

After the guns fell silent on May 17 -- one of the bloodiest afternoons in the history of American motorcycle clubs -- nine Texas bikers lay dead in a strip mall parking lot littered with weapons. Many more were injured, bleeding from gunshots and knife wounds. CNN has obtained thousands of pages of documents -- including police intelligence reports, crime scene photos and witness interviews -- as well as surveillance video. These begin to tell the story of how a midday gunfight between two rival motorcycle clubs turned a Waco parking lot into a battle zone.

Rep. Paul Ryan has been officially elected the 54th U.S. House speaker after a vote by the full House of Representatives. He succeeds John Boehner to become one of the most powerful Republicans in the nation and next in line after the vice president for the presidency.

The vote was largely a formality after House Republicans voted Wednesday to nominate Ryan, with 200 GOP members backing him over Rep. Daniel Webster. But even some conservatives who did not support Ryan say that after weeks of infighting, they are eager to move on and give Ryan space to unite the party's various factions and craft a legislative agenda.

CNN Breaking News

The third Republican presidential debate of the campaign season was marked by candidates' dislike for mainstream media; an intense exchange between Marco Rubio and Jeb Bush; and bon mots from Lindsey Graham.

Several candidates during the first-tier debate lit into CNBC moderators, accusing the media of being in the tank for Hillary Clinton and posing ridiculous questions.

When Bush highlighted Rubio's lackluster voting rate in the U.S. Senate, Rubio responded by noting that his voting rate was better than that of senators who had run for president in the past. He also said Bush was complaining only because the two were running for the same position.

During the second-tier debate, Graham won laughs and plaudits for plain speech including his statement that if the American people make him commander in chief, "this crap stops."

CNN's Reality Check team also put the candidates' statements to the test.

The U.S. House of Representatives approved a two-year, bipartisan budget deal that would remove the threat of default next week and lessen the chances of another government shutdown in December.

The vote, which came on John Boehner's last full day as speaker, was 266 to 167. All of the "no" votes were Republican.

The bill moves to the Senate, where it is expected to pass before the nation's borrowing authority expires Tuesday, despite a filibuster threat from Sen. Rand Paul.

House Republicans anointed Rep. Paul Ryan of Wisconsin as their choice to be the next speaker of the House during a closed-door party meeting Wednesday.

Ryan, the 2012 GOP vice presidential nominee, currently chairs the powerful House Ways and Means Committee, but as speaker he will be next in line after the vice president for the presidency and one of the most powerful Republicans in the United States. He'll have the daunting task of unifying the House GOP, which enjoys a strong majority on Capitol Hill but has been split over government spending and how to square off against President Barack Obama.

The full House, including Democrats, will vote Thursday to officially choose a new speaker. With the support of the vast majority of his GOP colleagues -- gained after a game of hard-to-get that lasted for weeks -- Ryan is now on a glide path to take the top House leadership position being vacated by Rep. John Boehner.

Bipartisan congressional leaders and the White House struck a major fiscal deal in principle that would raise the debt ceiling and lift budget caps on both defense and domestic programs, said congressional sources familiar with the deal.

The agreement could be voted on as early as Wednesday, the same day House Republicans are expected to nominate Rep. Paul Ryan to replace retiring Rep. John Boehner as House speaker.

The final details are being ironed out. The deal would avoid a potential debt default on November 3 and would reduce the chances of a government shutdown in December. Congress would still need to pass an omnibus spending bill with specific funding levels for various federal agencies to avoid a shutdown.

Rep. Paul Ryan says he is running for speaker of the House, a post he will likely be elected to next week.

While Ryan initially resisted calls for him to run, he said earlier this week he would consider a bid if he could be a "unity candidate" and if he could get the backing of three key GOP House groups.

That support came when more than 70% of the House Freedom Caucus voted in favor of Ryan's candidacy on Wednesday, and the two other groups, the Republican Study Committee and the "Tuesday group" of House GOP moderates, officially backed him on Thursday.

Hillary Clinton told a House committee that Americans want statesmanship, not partisanship from the inquiry into the 2012 attack on the consulate in Benghazi, Libya.

"I took responsibility" and "launched reforms" after four Americans died in the attack, she said as the hearing entered its second hour on Thursday.

Chairman Trey Gowdy, a South Carolina Republican, opened the hearing by denying that the GOP-dominated body has a political motive, saying many questions remain unanswered about the terror attack.

Donald Trump said today the United States was right to invade Afghanistan -- a reversal of his position earlier this month when he called the war a "mistake."

"We made a mistake going into Iraq. I've never said we made a mistake going into Afghanistan," Trump told CNN's Alisyn Camerota on "New Day" when pressed about his earlier comments.

Trump told CNN's "New Day" on October 6 that he believed entering Afghanistan was a mistake and worried about U.S. forces getting stuck there.

"At some point, are they going to be there for the next 200 years? At some point what's going on? It's going to be a long time," Trump said, when asked about Afghanistan.

"We made a terrible mistake getting involved there in the first place. We had real brilliant thinkers that didn't know what the hell they were doing. And it's a mess. It's a mess. And at this point, you probably have to (stay) because that thing will collapse about two seconds after they leave. Just as I said that Iraq was going to collapse after we leave."

Donald Trump and Ben Carson now stand alone at the top of the Republican field, as Carly Fiorina's brief foray into the top tier of candidates seeking the GOP nomination for president appears to have ended. A new CNN/ORC poll finds Fiorina has lost 11 points in the last month, declining from 15% support and second place to 4% and a tie for seventh place.

At the same time, Carson has gained eight points and joins Trump as the only candidates in the field with support above 20%. As in early September before Fiorina's spike in support, Trump and Carson are the first choice candidate of about half of the potential Republican electorate.
All told, nearly two-thirds of Republican voters choose Trump or Carson as either their first or second choice for the nomination.

No other candidates made significant gains since the last CNN/ORC poll conducted just after the Republican debate hosted by CNN and the Ronald Reagan Presidential Library.

President Barack Obama will announce today that U.S. forces will remain in Afghanistan at their current levels throughout much of 2016, marking yet another delay in the administration's plans for completing its withdrawal from the 14-year conflict.

The decision to maintain 9,800 troops in Afghanistan until nearly the end of Obama's time in office comes after months of discussions with Afghanistan's president, Ashraf Ghani, and the nation's CEO, Abdullah Abdullah, senior administration officials said. Obama also consulted with U.S. military commanders on the ground in Afghanistan as well as his entire national security team, officials added.

According to the new White House plan, the number of U.S. military personnel in Afghanistan would drop to 5,500 by early 2017, as Obama prepares to leave office.

CNN Breaking News

A former investigator with the House Select Committee on Benghazi is accusing the Republican-led panel of carrying out a politically motivated investigation targeting former Secretary of State Hillary Clinton instead of the thorough and objective fact-finding mission it was set up to pursue.

Maj. Bradley Podliska, an intelligence officer in the Air Force Reserve who describes himself as a conservative Republican, tells CNN that the committee trained its sights almost exclusively on Clinton after the revelation that she used a private email server during her tenure as secretary of state. That new focus flipped a broad-based probe of the attack on the U.S. consulate in Benghazi on September 11, 2012, into what Podliska describes as "a partisan investigation."

Podliska, who was fired after nearly 10 months as an investigator for the Republican majority, is now preparing to file a lawsuit against the select committee alleging that he lost his job in part because he resisted pressure to focus his investigative efforts solely on the State Department and Clinton's role surrounding the Benghazi attack. He also alleges he was fired because he took leave from the committee to fulfill his military service obligations, which would be an unlawful firing. The committee strongly disputes his claims.

Watch Podliska's exclusive TV interview with CNN Sunday at 9 a.m. ET on "State of the Union."
