The San Bernardino Fire Department is responding to reports of a mass shooting, the department said on Twitter.

The San Bernardino County Sheriff's Department tweeted that there was an "active shooter in the area of Orange Show Rd/Waterman Ave near Park center." It urged people to avoid the area.

NATO has formally invited the nation of Montenegro to join the military alliance, NATO Secretary-General Jens Stoltenberg announced Wednesday.

The move is likely to displease Russia, which views NATO expansion as a threat to its security.

Montenegro started on a path to join the alliance in 2009. The formal invitation marks the beginning of accession talks, NATO said.

Montenegro already supports NATO's efforts in Afghanistan and has actively cooperated with the alliance in other ways.

President Barack Obama today said that a successful outcome for the Paris climate talks will include a "legally binding" mechanism to ensure that countries adhere to their carbon reduction commitments.

Speaking at a news conference at the end of his visit to France, Obama also warned Russian President Vladimir Putin against intervening in Syria's civil war. "I think Mr. Putin understands that ... with Afghanistan fresh in the memory, for him to simply get bogged down in an inconclusive and paralyzing civil conflict is not the outcome that he's looking for," Obama said.

Obama also called for tighter gun laws after last week's shooting at a Colorado Planned Parenthood clinic.
