CNN Breaking News

After a day of the Republican-controlled House and Democratic-controlled Senate playing chicken over a spending bill that would keep the government running, neither side blinked and the White House ordered federal government agencies to begin shutting down, furloughing thousands of workers and curtailing some services for the first time in nearly 18 years.

The Senate twice on Monday stripped House amendments from the spending bill and sent it back to the House. As the clock struck midnight, the House was debating a procedural move to appoint negotiators for a conference committee to try to work out differences between the two chambers. But Senate Majority Leader Harry Reid rejected that move even before it left the House, saying, "We will not negotiate with a gun to our head.

President Barack Obama delivered a message to members of the military over Armed Forces Television that they would get what they needed to carry out their

mission and that they would get their paychecks as scheduled. To Department of Defense civilians and government contractors, his message was less certain: "You and your families deserve better than the dysfunction we're seeing in Congress," Obama said.
