French mayors do not have the right to ban burkinis, the French Council of State ruled, suspending the bans already in place in a number of French cities and towns.

Arguments in court this week focused on the southern town of Villeneuve-Loubet, near Nice. But the state council's ruling could set a precedent across the country. So far, 15 French towns banned the full-length swimsuit, which covers the whole body except for the face, hands and feet.

Officials say the ban on the burkini -- worn mostly by Muslim women -- is a response to growing terror concerns. Human rights activists argue that banning the burkini is illegal, and that pushes to outlaw the garment are Islamophobic.

Donald Trump on Thursday repeatedly defended calling Hillary Clinton a bigot, saying that her policies are destined to fail minority communities, and she knows it.

Trump and Clinton are portraying each other as discriminatory toward African-Americans. When CNN's Anderson Cooper asked Trump if he meant to make a personal argument about Clinton as opposed to a policy argument, Trump doubled down.

"She is a bigot," Trump said. "She is selling them down the tubes because she's not doing anything for those communities. She talks a good game. But she doesn't do anything."

Hackers thought to be working for Russian intelligence have carried out a series of cyber breaches targeting reporters at the New York Times and other US news organizations, according to US officials briefed on the matter.

The intrusions, detected in recent months, are under investigation by the FBI and other US security agencies.

Investigators so far believe that Russian intelligence is likely behind the attacks and that Russian hackers are targeting news organizations as part of a broader series of hacks that also have focused on Democratic Party organizations, the officials said.

The FBI declined to comment and a spokesperson for The New York Times would not confirm the attacks or the investigation.

As much as the swimming portion of the Olympics has been about saying goodbye to the legendary Michael Phelps, it has also been about introducing Katie Ledecky to non-swimming fans.

The 19-year-old American is building a legend of her own, capping her Rio Olympics with a stunning win in the women's 800-meter freestyle Friday night. Stunning not for the fact that she won, but in how she did it.

Toward the end of the eight-lap race, the television cameras had to pull back so viewers could see Ledecky's competitors. Ledecky broke her own world record with a time of 8:04.79 and finished a staggering 11 seconds ahead of second-place finisher Jazmin Carlin from Great Britain.

Ledecky has five gold medals, having added a quartet this year in addition to a gold in London in the 800 free.

And if the IOC let women swim the 1,500 meters like the men do, she'd have one more gold.

She'll leave Rio having set two world records.

As for Phelps, he didn’t win his final individual race in the Olympics, the 100-meter butterfly. Phelps was one of three swimmers who tied for silver. One more hundredth of a second and any of them would have been fourth. Joseph Schooling won the race, earning the first ever gold for Singapore.

Schooling has long cited Phelps as his idol. In 2008, Schooling's parents helped to host a meet with the US swimming champion, where the Singaporean met Phelps for the first time.

The other two medal races Friday were won by Americans. Anthony Ervin became the oldest Olympic swimming champion with gold in the men's 50-meter freestyle and Maya Dirado earned her first gold of the Rio Games in the women's 200-meter breaststroke.

The United States women’s soccer team – which had never failed to medal in the Olympics -- wasn’t nearly as successful. It lost to Sweden in a penalty kick shootout after a 1-1 draw in regulation play.

US goalie Hope Solo – who allowed Sweden’s final penalty kick -- told reporters that Sweden played like cowards. The better team lost, she said.

Track and field competition got underway Friday, and a record fell on the first day. Ethiopia's Almaz Ayana smashed the decades-old mark in the 10,000 meters.

She finished in 29:17.45, 14 seconds faster than the record set in 1993 (when Ayana was 2).

American Michelle Carter – whose Twitter handle is @ShotDiva – became the first US woman to win gold in the shot put.

On the cycling track, Bradley Wiggins – who won the Tour de France four years ago –and his British teammates set a world record in a pulsating men’s pursuit final victory over Australia.

It is Phelps' 20th gold medal and avenges his loss in his signature event to Chad le Clos of South Africa in London in 2012.

Donald Trump endorsed House Speaker Paul Ryan on Friday, days after saying he wasn't "quite there" yet.

"We will have disagreements, but we will disagree as friends and never stop working together toward victory. And very importantly, toward real change," Trump said, reading off notes at a rally in Green Bay, Wisconsin. "So in our shared mission, to make America great again, I support and endorse our Speaker of the House Paul Ryan."

Trump earlier in the week had declined to endorse Ryan, as well as Sens. John McCain and Kelly Ayotte. But after endorsing Ryan, Trump then endorsed the Arizona and New Hampshire senators in their primary races, too.

"While I'm at it, I hold in the highest esteem Sen. John McCain for his service to our country in uniform and in public office, and I fully support and endorse his re-election. I also fully support and endorse Sen. Kelly Ayotte of New Hampshire."

The International Olympic Committee has confirmed that 271 Russian athletes have been cleared to take part in the Rio Olympics and 118 have been banned.

It's a victory for a nation that the independent World Anti-Doping Agency slammed for having what it called a state-sponsored doping program. Critics had called for the entire team to be banned to show that systematic cheating is unacceptable.

The Games begin on Friday.

President Barack Obama on Thursday dismissed suggestions $400 million sent to Iran amounted to a ransom paid for the release of American prisoners.

"We do not pay ransom. We didn't here, and we won't in the future," Obama said at a Pentagon news conference a day after reports emerged that the United States delivered palettes of cash to Tehran on the same day prisoners were freed.

It was one topic in a question-and-answer session that covered a wide range of issues:

ISIS U.S. and local forces will retake Mosul in Iraq and Raqqa in Syria, Obama said. He acknowledged that ISIS still has the ability to "direct and inspire" terror attacks.
Zika Obama chided lawmakers for taking a "vacation" before approving his requests for funding to fight the virus. The "situation is getting critical,” he said.
Intelligence briefings for candidates Republican presidential nominee Donald Trump will get briefings despite Obama having questioned Trump’s fitness to be commander in chief.
Trump’s demeanor Obama said, “Make your own judgment” about whether Trump is a person who can be trusted with the U.S. nuclear arsenal.

Police are looking at mental health issues as the main line of inquiry and essentially ruled out terrorism as the likely motive.

Obama's approval rating dipped to 50% after the Republican convention, but has risen to 54% in the wake of his party's convention, with 45% disapproval according to a new CNN/ORC Poll. One person was killed and five others were injured in a knife attack in central London's Russell Square, London Metropolitan Police said. A suspect has been detained.

Police did not give a motive but said, "Terrorism is one possibility being explored at this stage."

The incident comes just hours after authorities announced London would increase its presence of armed police after recent terror attacks in Europe.

A divided Supreme Court has temporarily blocked a lower court order that had cleared the way for a transgender high school student to use the boys' bathroom in a Virginia public school.

Lawyers for the Gloucester County School Board asked the court to preserve the status quo and allow the school's policy to remain in effect once the school year begins in September.

The school board said the policy was meant in part to protect the "basic expectations of bodily privacy of Gloucester County students." It stressed that the student, Gavin Grimm, would have access to three single-user restrooms as well as a restroom in the nurse's office.

Grimm's lawyers say the policy violates an anti-discrimination law.

For the first time a police officer in the United States has been charged with aiding ISIS.

The Washington Area Transit Authority officer was arrested by the FBI following more than a year of investigation.

There was no evidence of any threat to the Washington, D.C., Metro system, officials say.

The CEO of the Democratic National Committee will resign today in the wake of the committee's hacked email scandal.

Amy Dacey is the highest-ranking official at the DNC to step aside due to the controversy, a senior Democratic official said, but is not the only one. The official did not provide further details.

Dacey is well-respected by Hillary Clinton's campaign and the DNC circle, a source familiar with the resignation said.

The committee is looking to clean house in the wake of leaked emails that appeared to show the committee favoring Clinton over Bernie Sanders during the primary.

Former DNC Chairwoman Debbie Wasserman Schultz resigned after the party's convention last week as a result of the revelations.

President Barack Obama strongly rebuked Donald Trump, calling the Republican presidential nominee "unfit" for the presidency following his criticism of the family of a slain Muslim U.S. soldier.

"Yes, I think the Republican nominee is unfit to serve as president," Obama said at a White House news conference in a response to a question about whether Trump is fit for the Oval Office.

"I said that last week, and he keeps on proving it. The notion that he would attack a Gold Star family that has made such extraordinary sacrifices to our country, the fact that he doesn't appear to have basic knowledge around critical issues in Europe and the Middle East and Asia means that he's woefully unprepared to do this job."

Hillary Clinton emerges from her party's convention in Philadelphia with a restored lead over Donald Trump, having earned a 7-point convention bounce, according to a new CNN/ORC Poll.

In a two-way head-to-head matchup, Clinton tops Trump 52% to 43%, and in a four-way matchup including third party candidates Gary Johnson and Jill Stein, Clinton leads 45% to 37% with Johnson at 9% and Stein at 5%.

The controversy over Donald Trump’s attacks on the family of a slain American soldier continued to rage Monday.

Khizr and Ghazala Khan appeared on CNN’s “New Day” in which Khizr Khan criticized Trump and pleaded for unity and empathy.

Kahn stressed the need to work with Muslim communities to combat radicalization, while again slamming Trump for his divisive rhetoric.

"Communities coming together is the solution," he said. "We are as concerned as Donald Trump is about the safety of this country. We are a testament to the goodness of this country."

At almost the same time, Sen. John McCain issue a statement blasting Trump’s comments about the Khans and paying homage to their son Humayun’s sacrifice.

“It is time for Donald Trump to set the example for our country and the future of the Republican Party,” McCain said. “While our Party has bestowed upon him the nomination, it is not accompanied by unfettered license to defame those who are the best among us.

"Lastly, I’d like to say to Mr. and Mrs. Khan: thank you for immigrating to America. We’re a better country because of you. And you are certainly right; your son was the best of America, and the memory of his sacrifice will make us a better nation – and he will never be forgotten."
