Dallas police were negotiating and exchanging gunfire with a suspect at a parking garage in downtown Dallas, Chief David Brown said.
"The suspect has told our negotiators that the end is coming," Brown said. He told officers that he is going to hurt and kill a lot of them, and that he placed multiple bombs.
The standoff came after snipers opened fire during protests over shootings by police, Brown said, leaving four officers dead and others wounded.
Brown said police were questioning people in custody and that suspects may still be at large.
